This is a fair summary of the latter part of the article but I think the argument is flawed:

1. Mobile IP isn't actually IPv6's raison d'etre

2. Even for the mobile IP case, QUIC only addresses the HTTP client part of it - but HTTP didn't need mobile ip to begin with
