Google is not a public institution.

This is the Spanish government ordering Google to censor information.

That is the very definition of censorship.

Defamation is a well established cause for legally compelling people to change the way they represent others.

Except in this case there was no defamation. The original news source is allowed to stay just as it is, Google (or anyone else) just isn't allowed to link to it.

You go after the primary source of the information.

Not the mechanically computed index of primary sources.

What justifies giving the searchers an advantage that the victims don't have?

The victims are blaming the wrong person.

The victims should blame the person who posted the information on the internet.

DUH.

Google is duplicating the information just as the other sites have done. The difference is that it has far more reach.

So, Duck Duck Go could legally index and show the same information?

Should the law refer to Google by name? Or maybe by Market share? Number of searches per year?

How EXACTLY should the law define "reach"?

The law does apply to everyone, DDG included. Google just happens to be the largest offender.
