You won't even get them with 14.04LTS out of the box, but expect a PPA to fill the void once released.

Really looking forward to the final 14.04 Ubuntu GNOME release next month. I have really grown to love GNOME 3 as my desktop of choice.

You probably won't see packages for Ubuntu 13.10 b/c that only has support for another 3 months. But I expect to see a PPA pop up for 14.04 since its an LTS release.

I think these updates are available for everyone, I just don't think ubuntu is going to do it for you until a later release.
