If you look at their graph, essentially job-switching is better -- often substantially better -- for wage growth whenever the economy is strong, and can drop to being slightly worse when the economy is in dire straits.

It's also not clear how "job switcher" is defined; particularly whether it would include people who are laid off or fired, which could obviously skew the results.
