Looking for places that are good for small team off/onsites for companies that work remotely is a good solution to this problem. In general more of those spaces would help those groups too!
People congregating means noise, and constructing a hotel with noise isolating features is probibitively costly.
Hotels are penciled out with maximum occupancy in mind, which means business and leisure guests. The only way to mix the two is to not have people making noise in their rooms.
Dubai has plenty of hotels that offers large kitchens and living rooms connected to 3 or 4 bedrooms (4 and 5 stars!)
In Scandinavia itβs common to rent a summer house that has several bedrooms and if you are a large enough group, you could consider a scouts hut for a party weekend in the woods (first week of college goes to such a place for a few days of non stop partying)
