Unfortunately I think it's more a function of forum size than topic. I say 'unfortunately' because there's a nasty feedback loop of site-being-good -> site-getting-bigger -> site-attracting-badness -> site-getting-worse.
Sometimes I describe this as "there's a cap on how good HN can ever get", but HN is just a placeholder there for any forum of comparable size.
Are you actually the only mod? I'm shocked at how you seem to show up in every other thread, even cases like this where you're replying to a comment that itself was probably not flagged (and thus put on your queue).
