I think it was pretty understandable tbh. Chris Rock was being an asshole. And it was only a slap. No damage was done.
I wouldn't have done the same but it was a nasty "joke". You don't make fun of people's illnesses. To me it's similar to Trump mocking the disabled reporter.
That it was on TV doesn't really change the severity of it IMO. Actors are also real people with feelings. If it had been at a private event nothing would have been said of it. It's not a cool thing to do but not the end of the world.
If you turn on a random Jerry Springer episode you'll see much worse every minute.
