This article keeps saying it's illegal, but doesn't say why. Is it full of drugs? Does it have a chemical the EPA doesn't like? Requiring a Ford employee present is a matter of company policy and things like NDAs, not law.
Kinda. Not a controlled substance, but controlled. I think the 96 Mystic at least used controlled dyes that only Ford had license for from the federal reserve.
