What's to stop me from installing GNU Make, GNU coreutils, gcc, and binutils cross compiled to target x86_64-linux-elf and bootstrap this? It doesn't sound especially useful, but it does sound like something that would be possible if you focused on it.

Yes, it should work. You aren't in any disagreement actually. It's just that no one has done it yet, but should have.
