It's coming to the point where JIRA is so slow that I'm willing to invest the time to migrate my personal projects over to something else. If I simply want to add a label to a ticket it can take an unreasonable amount of time. It's mind blowing when I'm paying a decent amount for seats.

I can't even vaguely imagine wanting to use JIRA for personal projects. Doesn't it need a license?
