Really? To mine it sounds like a compound describing how someone with a Java EE certification just defecated all over our code base. ;)

To me, it sounds like a direct transliteration from the native language to English. In Lithuanian, "certified" is "sertifikuotas" which is way closer to "certificated" than "certified."
