Bringing people on that are great at passing the typical interview questions is a great way to get a team up to speed on passing typical interviews.
I doubt anyone can reliably figure out in a few hours if someone will be a productive addition over a few years.
A lot of my ideas run aground when the issue of matching the interviewee's expectations comes up. If good interviewees won't take a job without a broken interview process, perhaps all you can do is supplement it?
